Ambleside & Grasmere

(A)RO's initial comments and proposals

We made an initial proposal to move the designated polling station for the Lakes Grasmere polling district from Grasmere Sports Pavilion to Grasmere Village Hall. We wrote to households in the affected area to invite them to make a comment on this proposal.

We proposed the change because Grasmere Village Hall is centrally located, closer to most of the electorate who would vote there and is already a well known focal point in the polling district. The Village Hall is also more accessible then the Sports Pavilion to people with disabilities. At the Pavilion, wheelchair users have to access the polling station via a temporary entrance through an outbuilding.

We didn't propose any further changes to the polling districts, polling places or polling stations in the Ambleside & Grasmere ward.  

The comments and representations we received

Feedback on the proposals for Grasmere Sports Pavilion and Grasmere Village Hall (PDF 120KB / 4 pages)

We received eighteen comments in support of the proposal. Respondents gave the central location, better accessibility and free car parking given as reasons to move the polling station to the Village Hall.

We received three objections to the proposal. Two cited possible clashes with the regular planned events at Grasmere Village Hall and one objection focused on wheelchair access to the Village Hall.

(A)RO's final recommendations

Our final recommendation is to move the designated polling station for the Lakes Grasmere polling district from Grasmere Sports Pavilion to Grasmere Village Hall. This change was approved by the full council at their meeting on 17 December 2019.

Arnside & Milnthorpe

We didn't propose any changes to polling districts, polling places or polling stations within the Arnside & Milnthorpe district ward. However we welcomed any comments or representations regarding the polling arrangements within this district ward.

Bowness & Levens

We received one comment in support of the continued use of Cartmel Fell Village Hall as the designated polling station for the Cartmel Fell polling district. We received two comments in support of the continued use of The Athenaeum in Leasgill as the designated polling station for the Heversham polling district.

Broughton & Coniston

We received one comment, which proposed the opening of a new polling station to cater for residents in the north of the Kirkby Ireleth parish area. This comment was taken into account when the (A)RO considered their final recommendations.

Burton & Crooklands

We didn't propose any changes to polling districts, polling places or polling stations within the Burton & Crooklands district ward. However we welcomed any comments or representations regarding the polling arrangements within this district ward.

We received one comment in support of the continued use of Burton Memorial Hall as the designated polling station for the Burton polling district.

Cartmel

(A)RO's initial comments and proposals

We didn't propose any changes to polling districts, polling places or polling stations in the Cartmel district ward. However we welcomed any comments or representations regarding the polling arrangements within this district ward.

The comments and representations we received

Comments on the Field Broughton Parish Room polling station, the arrangements for the Broughton East polling district and the arrangements for Broughton East Parish Council (PDF 99KB / 1 page)

We received one comment which proposed the closure of the Field Broughton Parish Room as the designated polling station for the Broughton East polling district, and that the Broughton East polling district should be amalgamated with a neighbouring polling district. The respondent also proposed amalgamating the parish of Broughton East with a neighbouring parish.

The (A)RO took the comments about the polling station and polling district into account when they made their final recommendations. However, the (A)RO did not consider the proposal regarding Broughton East Parish Council because the arrangements for parish councils are outside the scope of a polling district review. We looked at parish arrangements in 2018 and 2019, when we ran a community governance review.

Comment on the Flookburgh Parish Hall polling station (PDF 92KB / 1 page)

We received one comment in support of the continued use of Flookburgh Village Hall as the designated polling station for the Lower Holker polling district.

Furness Peninsula

Comment about the polling station at Greenodd and Pennybridge Hall (PDF 94KB / 1 page)

We received one comment highlighting an issue they found with the distance to the polling station at Greenodd and Pennybridge Village Hall (the designated polling station for the Egton-with-Newland polling districts). The responded requested a move to a closer location.

Grange

Kendal East

(A)RO's initial comments and proposals

The wards of Kendal Town Council were reorganised in 2018 as a result of the South Lakeland Further Electoral Review. As a result, the Kendal Castle polling district (code BJ) is now in the Kendal Town Council parish ward of Kendal Nether. We proposed to rename this polling district 'Kendal Nether' and to keep the code of BJ. For the same reason, the Kendal Nether polling district (code BQ) is now in the Kendal Town Council parish ward of Kendal Castle. We proposed to rename this polling district 'Kendal Castle' and to keep the code of BQ.

We didn't propose any other changes to the polling districts, polling places or polling stations within the Kendal East district ward.

We feel there is scope to simplify the polling districts and polling stations in Kendal, to align them with the new Kendal Town Council parish wards. We did not propose to make further changes in this review, as they may cause changes to polling stations or require us to create new ones and we wished to allow more time to assess the impact of the potential changes. However, we welcomed comments on the suitability of our polling stations in Kendal and we may take them forward to another polling district review at a later date.

Comment about the Kendal Castle and Kendal Nether polling districts (PDF 95KB / 1 page)


We received one comment in support of the (A)RO's proposal to change the names of the Kendal Castle and Kendal Nether polling districts to align with the new Kendal Town Council parish wards.

(A)RO's final recommendations

We recommended that the Kendal Castle polling district is renamed Kendal Nether to align with Kendal Town Council parish wards, keeping the code BJ. We also recommended that the Kendal Nether polling district is renamed Kendal Castle to align with Kendal Town Council parish wards, keeping the code BQ.

These final recommendations were approved by the full Council at their meeting on 17 December 2019.

Kendal North

(A)RO's initial comments and proposals

We didn't make any proposals to change the polling districts, polling places or polling stations within the ward of Kendal North.

We feel there is scope to simplify the polling districts and polling stations in Kendal, to align them with the new Kendal Town Council parish wards. We did not propose to make further changes in this review, as they may cause changes to polling stations or require us to create new ones and we wished to allow more time to assess the impact of the potential changes. However, we welcomed comments on the suitability of our polling stations in Kendal and we may take them forward to another polling district review at a later date.

The comments and representations we received

Comments regarding the polling station at the Methodist Church Room on Union Street (PDF 100KB / 1 page)

We received one comment that proposed moving the polling station for the Kendal Strickland polling district from the Methodist Church on Union Street (Kendal) to the Hallgarth Community Centre. This would mean that the two polling districts within the Kendal North district ward (Kendal Strickland and Kendal Underley) would share the same polling station at Hallgarth Community Centre. The respondent also expressed concern with the (A)RO's initial proposal not to make any changes to these polling stations, and requested evidence to demonstrate how they arrived at their decision.

We received one comment from the Methodist Church on Union street supporting the continued use of the Church Room as the designated polling station for the Kendal Strickland polling district.

(A)RO's final recommendations

No changes. However, the above comments have been noted and will be taken into consideration in any future review of the polling arrangements for Kendal.

Kendal Rural

(A)RO's initial comments and recommendations

In a recent Community Governance Review we made a final recommendation to merge the parish of Selside & Whitwell with the parish of Fawcett Forrest, to create a single parish called Selside & Fawcett Forrest. The Reorganisation of Community Governance Order for this change was in the process of being finalised at the time of this polling district review.

Each parish should lie within a separate polling district, so our initial proposal was to merge the two Selside polling districts (codes DBA and DBB) which cover the new parish of Selside & Fawcett Forrest into one polling district. We proposed to keep the name of 'Selside' for this new polling district, but change the code to DB.

We made no further proposals to change the polling districts, polling places and polling stations within the Kendal Rural district ward.

We received comments in support of the continued use of the designated polling stations at Grayrigg Coronation Hall (for the Grayrigg polling district), Skelsmergh Community Hall (for the Skelsmergh polling district) and The Old School in Longsleddale (for the Longsleddale polling district)

We also received a comment in support of the (A)RO's proposal to merge the DBA and DBB polling districts in Selside.

(A)RO's final recommendations

That the polling districts DBA and DBB are merged into one polling district with the code DB, called Selside. This change was approved by the full Council at their meeting on 17 December 2019.

Kendal South & Natland

(A)RO's initial comments and proposals

We didn't make any proposals to change the polling districts, polling places or polling stations within the district ward of Kendal South & Natland.

We feel there is scope to simplify the polling districts and polling stations in Kendal, to align them with the new Kendal Town Council parish wards. We did not propose to make further changes in this review, as they may cause changes to polling stations or require us to create new ones and we wished to allow more time to assess the impact of the potential changes. However, we welcomed comments on the suitability of our polling stations in Kendal and we may take them forward to another polling district review at a later date.

Comments on the polling station for the Kendal Oxenholme polling district (PDF 102 KB / 1 page)

We received one comment in support of the continued use of the Lake District National Park as the designated polling station for the Kendal Oxenholme polling district.

We also received a comment providing the figures from a survey of residents in Oxenholme regarding polling station options. Almost two thirds of respondents expressed a preference for Natland and Oxenholme Village Hall rather than the Lake District National Park Authority at Murley Moss.

(A)RO's final recommendations

No changes. However, the above comments have been noted and will be taken into consideration in any future review of the polling arrangements in Kendal.

Kendal Town

(A)RO's initial comments and proposals

We did not propose any changes to polling districts, polling places or polling stations in the Kendal Town district ward.

We feel there is scope to simplify the polling districts and polling stations in Kendal, to align them with the new Kendal Town Council parish wards. We did not propose to make further changes in this review, as they may cause changes to polling stations or require us to create new ones and we wished to allow more time to assess the impact of the potential changes. However, we welcomed comments on the suitability of our polling stations in Kendal and we may take them forward to another polling district review at a later date.

We received one comment on issues with current accessibility to Stricklandgate House, which is the polling station for the Kendal Fell polling district.
