New permanent dwellings in the open countryside will only be allowed to support existing agricultural activities on well established agricultural units. Any application will be judged on both a functional and a financial test to establish whether a dwelling is essential for the proper functioning of the farm.

The appraisal should be confined to a factual statement of the agricultural considerations involved and an evaluation of the need for the dwelling based upon both a functional and financial test.
