Spring budget

In the spring budget announcement on 3 March 2021 the Chancellor announced that the expanded retail discount and nurseries discount would continue into 2021/22.

We were already preparing business rates bills for 2021/22 and these were issued on 12 March 2021. They do not include the expanded retail discount or nurseries discount.

If you are in receipt of either of these discounts for the financial year 2020/21 this will now be applied to your bill for 2021/22 and a revised bill will be issued to you dated 15 March 2021.

Expanded retail discount

Please note, this 100% discount will only apply for three months until 30th June 2021 despite the revised business rates bill showing a 100% discount for the whole financial year. The Chancellor also announced at the Budget, a further 66% discount from 1st July 2021 for the reminder of the 2021/22 Financial year for eligible Businesses.

When the 100% expanded retail discount ends on 30th June 2021, you will receive a revised Business Rates bill for the remainder of the 2021-22 financial year. This will include the 66% discount should you be eligible. This bill will be payable by instalments.

The 66% discount applicable from 1st July 2021 is subject to a ‘cash cap’. This means a ratepayer may only receive up to the following cash caps of Expanded Retail Discount in 2021/22, ignoring any relief for the period before 1st July 2021:

  • £2 million for ratepayers which were mandated by the Government to close their business on 5th January 2021 due to the pandemic
  • £105,000 for all other ratepayers

Nurseries Discount

This 100% discount will only apply for three months until 30th June 2021 despite the attached business rates bill showing a 100% discount for the full year.

The Chancellor also announced at the Budget, a further 66% discount from 1st July 2021 for the reminder of the 2021-22 Financial year for eligible Businesses.

When the 100% nursery discount ends on 30th June 2021, you will receive a revised Business Rates bill for the remainder of the 2021-22 financial year. This will include the 66% discount should you be eligible. This bill will be payable by instalments.

The 66% discount applicable from 1st July is subject to a ‘cash cap’. This means a person may only receive up to £105,000 of Nursery Discount in 2021-22, across all of their hereditaments, ignoring any relief for the period before 1st July 2021.

Opting out of discount

If you opt out of the expanded retail or nurseries discount for 2021/22 you cannot change your mind.

You can opt out if you:

  • don't want to accept the expanded retail or nurseries discount
  • will exceed the cash cap by accepting the 66% discount from 1st July 2021, and therefore are not entitled to this discount
