Kendal Canal Head Area Action Plan

 
South Lakeland District Council is preparing a Kendal Canal Head Area Action Plan (AAP), which will form part of the South Lakeland Local Development Framework (LDF).
 
The AAP will provide a planning framework for the regeneration of an area of Kendal between Canal Head and Change Bridge off Parkside Road, including the potential restoration of a section of the former Lancaster Canal. The AAP has developed from earlier work between the District Council, the North West Development Agency and the Lancaster Canal Restoration Partnership – including British Waterways, which has assisted with this consultation.
 
The 2010 Local Development Scheme, as summarised in the LDF Progress Check, sets out a revised timetable for preparing the Area Action Plan. The 2010 Local Development Scheme indicates that further consultation on Preferred Options will commence in August 2010, to take account of a further option put forward by Gilbert Gilkes and Gordon and other landowners at Canal Head - see below.
 

Kendal Canal Head Action Plan - Update Oct 2010

A revised Preferred Options document has been prepared by consultants Ove Arup. This is being considered by Cabinet on October 13th. It may be subject to minor changes and edits but is likely to form the basis of Preferred Options consultation later this year.

Consultation on the AAP (Reg 25/Reg 26)

Public consultation on the AAP Issues and Options Report took place in June/July 2007. The results of the consultation have informed later stages of the development of the AAP.

The Council consulted on the Kendal Canal Head AAP Preferred Options report in April/May 2008. A summary of the main issues arising from the Preferred Options consultation in April 2008 is attached below.

Representations from Signet Planning on behalf of Gilbert Gilkes and Gordon, and associated landowners in the northern part of the Canal Head area, received in August and November 2009 can be viewed and downloaded below.

The Issues and Options report (Annex A1, pages 56 to 62) sets out the results of a financial model that indicates the likely development value from options 2, 3 and 4 in the report and their potential contribution to the cost of canal restoration. Option 1 is not included in the financial model because it is essentially a 'no change' option.
 
The worksheets in the Financial Appraisal spreadsheet model the options at 3 different densities of 'dwellings per hectare' (dph) – 60, 90 and 120 dph. These assume that 30% of dwellings are provided as affordable dwellings. The report also contains information assuming that 50% of dwellings are affordable. 
 
To obtain a development value based on 50% affordable housing, this percentage can be entered in cells F8 and 9 on the first 9 worksheets. A PDF version of the spreadsheet is also downloadable below.
 
The Total Investment figure is based on total costs, but excluding the developers’ profit and infrastructure diversion costs.
 
In the work to date, the financial model has been used to assess the likely scale of investment and return, at a broad and indicative level. While it contains helpful information to inform the development and consultation on the report’s 4 options, it remains one of many factors to consider in developing an Area Action Plan for Kendal Canal Head.
 
The process of moving from options to the preferred option will take heed of the result of the initial appraisal, but more detailed appraisal will be undertaken as the preferred option is developed. Later appraisals will also take account of latest Council policy on (for example) affordable housing also the emerging Local Development Framework. 
 
NB: Where any references remain in the spreadsheet to Option 3b, this has been subsequently retitled in the AAP Issues and Options Report as Option 4
