The Forward Plan
Under its constitutional arrangements the Council is required,
by statute, to publish all the "Key Decisions" which will be made
on behalf of the Council in a document known as the Forward
Plan. The Director of Finance prepares the
Forward Plan on a monthly basis.
Each new Forward Plan supersedes the previous one, and
normally starts on the first day of the calendar
month. It is published and available for
inspection, free of charge, at least 14 days before that date at
the Council Offices, South Lakeland House, Kendal.
The Forward Plan contains a list of the "Key Decisions" which
the Leader of the Cabinet expects to be taken in the following four
months.
It identifies the person(s) who will make the decision, the
date or time period during which the decision will be taken; any
consultation and representational arrangements that are planned,
and a list of documents that will be submitted to the
decision-maker in respect of each
decision.
The Forward Plan also identifies, for each Key Decision, a
lead officer who can
be contacted for up-to-date
information and/or to make arrangements to see the
documents.

Key decisions are major executive decisions which will be
taken by either
- the seven Member Cabinet
- an individual Portfolio Holder
- a Senior Council Officer (under powers delegated to him/her by
the Council)
A Key Decision is defined as one that will involve the saving or
spending over £60,000 or which will significantly affect
communities in two or more wards (or a single ward which is
represented by two Members).
Executive Decisions
Executive Decisions are made by Cabinet, Portfolio holders and
Directors.
