this Review.
What is a Community Governance Review (CGR)?
These reviews were previously called Parish
Reviews. The Local Government & Public Involvement in
Health Act 2007 moved the responsibility for these reviews to
principal councils with a requirement that they be held every 10-15
years or so.
CGRs enable us to review and make changes to
community governance systems and structures, e.g. by merging
councils or changing the number of councillors on a parish
council.
They allow us to ask the public, parish
councils and any interested group, whether they feel their
communities are suitably represented.
This Review will be conducted with reference
to Part
4 of the Local Government & Public Involvement in Health Act
2007 and the relevant
national guidance provided.
Why are we doing a CGR?
It is well over 15 years since a review of
this kind was undertaken in South Lakeland, although changes have
been made to parishes over the years following requests from
specific parish councils.
As we have a duty to carry out these reviews,
it was thought timely to undertake one this year.
The Review will look at all parishes within
South Lakeland with a view to ensuring that they:-
- provide effective and convenient local
government; and
- reflect the identity and interests of their
communities.
The
Terms of Reference were agreed by Full Council and published on
4 January.
The Review will formally commence on 5
February 2013 with Stage One and must be completed within one
year. The Timetable
shows the various stages of the Review and relevant dates.
Any changes to these dates will be publicised on this webpage.
Stage One allows all those interested to
submit comments on their parish. A list of possible
questions has been provided to help you with your comments.
You can take part in the consultation online.
A paper copy of the questionnaire is available
upon request or from reception at South Lakeland House or Ulverston
Town Hall.
Research & Information
Information has already been compiled on the
parish councils within South Lakeland and two documents
created. One shows the number of
councillors and electorate and the other the results
of recent scheduled elections, i.e. whether they were contested
or not. Also provided is the five year electorate forcast for
each parish and accompanying text.
Further information will be provided during
the Review process.
