Young Persons at Work & Child Employment

The Regulations

YOUNG PERSON is defined as anyone who has not reached the age of 18 years CHILD Is defined as someone who has not yet attained minimum school leaving age
Anybody on work experience or work placement is covered by the regulations by virtue of the Health and Safety (Training for Employment) Regulations 1990.
 
Young persons are covered by the requirements of the regulations if they are for example, working in the office for work experience, regular employment or informal work, such as accompanying a parent during school holidays.
 

Children Protection Regulations 1998

The above Regulations are primarily enforced by the Cumbria County Council Welfare Service.
  • Children between 13 and 16 years require a work permit issued by the Local Education Authority.
  • Without a valid work permit employers cannot insure children in the event of an accident.
  • Children may only do light work, this means tasks which are not harmful to their safety, health or development.
  • Employment must not prevent children from arriving at school on time or affect their attendance at school or their ability to benefit from their education.
  • Children remain of compulsory school age until the last Friday of June in the school year in which they reach their 16th birthday.
 

Young Persons / Children Keeping Safe At Work

  1. Make sure a work permit is obtained from the education welfare office.*
  2. Check that the child / young person is properly trained.      
  3. Ensure the child / young person is aware of the safety rules governing the workplace.
  4. Do not allow a child / young person to carry out any task which may put them at risk.
  5. Do not allow the young person / child to over do it and injure themselves, they may not be as strong as older people.
  6. Do not allow the child / young person to do extra hours, they may become tired and therefore more prone to accidents.
  7. Ensure the parents know what they are doing and where they are.
  8. Ensure that emergency contact numbers are available if the young person / child has an accident.
