United Utilities comments are as follows:

Electricity Distribution
The locations detailed in the consultation are fed from a number of primary substations in the South Lakes area. Some of these substations are approaching firm capacity while others are only lightly loaded. We are therefore able to accommodate additional load at some of the proposed sites, with reinforcement required at others. Once the customer has firm load requirements and location details, we will do a system study.

Water Supply
There is sufficient water resource to meet all the demands across South Lakeland for the duration and beyond this plan. With suitable on going and timely consultation when more specific detail of discrete developments is available, United Utilities can meet the needs of each of the proposed approaches.

Our local Water Network Engineer, Diana Jordan has had separate, detailed information via Stephen Ottowell at Urban Vision and has advised current Water Network capacity issues.

Wastewater
The detail supplied ahead of the South Lakeland Planning meeting on Thursday 10th April 2008 remain valid. In addition, we are advised that there is a proposal for small/medium scale development around the areas of Old Hutton, Old Hutton (Middleshaw) & Old Hutton (Bridge End). If this materialised, there would be a need to invest at St Johns View WwTW.

Also, should the Gateway Project go ahead, investment would be required at Crooklands WwTW, Endmoor WwTW & Low Park WwTW.

United Utilities promotes the promotion of prudent uses of resources, particularly in relation to water efficiency measures to save drinking water.
We recommend very close attention to building design to conserve potable water. This could include water saving devices such as low volume taps, low volume showerheads, dual flush toilets, save-a-flush devices, water efficient washing machines and dishwashers.

In relation to the existing housing stock, United Utilities already provides several services that would assist prudent use of drinking water including:
· Free fitting of water meters on request
· Free distribution of cistern displacement devices
· Promotion of water butts
· Reduced sewerage charges where surface water not connected to sewer
· Private supply pipe leak repair service without charge in certain cases

This may not be regarded as a Planning Department issue and if South Lakeland has an Officer responsible for Sustainability issues I would be very pleased to discuss these aspects.

United Utilities supports the minimization of flood risk. The fate of surface water is very important for new development and United Utilities supports the use of SUDS type techniques whereby surface water drainage is designed to mimic natural processes, separate sewerage is installed on new development and surface water is not placed in the foul/combined sewer.

United Utilities supports the wording that satisfactory arrangements should be made for the disposal of foul sewage, liquid waste, trade effluent and contaminated surface water. Also we would advocate this list should include (normal) surface water.

Appendix C
South Lakeland Strategic Flood Risk Assessment
United Utilities are responsible for two forms of flooding, reservoir inundation and public sewer flooding and information on both these is not in the public domain. Your Strategic Flood Risk Assessment will not contain most information on our flood risk issues. It is, therefore essential that for proposed development sites in Flood Zone 1 above 1ha in size and for all development in Flood Zone 2 and 3 areas that United Utilities are consulted on any planning applications.

As promised I have highlighted any major concerns for United Utilities.



North East Burneside - Land behind Burneside Mill

There is a serious lack of wastewater network capacity.



South West Great Urswick - Land at Kirk Flatt

For this and any other significant development in Great Urswick we would need to invest in the Wastewater Treatment Works.



North West Kirkby Lonsdale - Land to the West of Harling Bank

For this and any other significant development in Kirkby Lonsdale we would need to invest in the Wastewater Treatment Works.



East Ulverston - Land to the East of Priory Road

There is a serious lack of wastewater network capacity.



The above mentioned development would lead to a need to invest in the capacity of the wastewater assets in the 2005-10 period. In considering if we would make a bid to our regulator we would need to consider whether and when a development would take place as our regulator will only allow investment where capacity will definitely be required. If we decide to submit a bid for funding, it cannot be assumed that OFWAT, our regulator will support our bid for funding investment.
