South Lakeland Local Development Framework
Some general comments:

The need for agricultural land for food production is a factor that has
come to prominence since the local plan was first discussed and should
be taken into account.

We would support development only where 100% homes are affordable homes.

We would wish to restrict second home ownership. Now that green field
development is often the only option, second home ownership should be
restricted. We understand that SLDC has no control over the sale of
non-newbuild homes as second homes. If so, the time is perhaps
approaching when new legislation should restrict second home ownership
of properties used exclusively by the owners and left empty for long
periods. We support holiday letting properties as these give the
opportunity for visitors to enjoy beautiful areas and often have
relatively high occupancy, especially in the Lake District.
We support the proposed local occupancy restrictions to those who live
or who have lived within a few miles, but not to those who live in North
Lancs.

The design of new housing in the UK is often depressingly poor and we
hope SLDC will press for imaginative, distinctive, eco-friendly schemes
in keeping with the landscape.

Little mention has been made of the South Lakes as a designated Tranquil
Area. Cartmel Peninsula remains one of few areas in England that is
outside of the 5-mile zone for traffic noise from a major road and that
does not suffer from light pollution. Such tranquillity is invaluable
for residents and visitors and should be protected.

Preferred options for Allithwaite:

We have no objection to development provided that (a) there is clear
evidence of need (b) the development is of a suitable scale (c) jobs are
available before building starts (d) there aren't enough homes for sale
and (e) the infrastructure supports the higher population. As yet, none
of these conditions seem to have been met.
We support the priorities of 1) brownfield within boundaries 2)
greenfield within boundaries 3) greenfield extension. We support the
infill development of some of the relatively large greenfield areas to
the northwest and south of Allithwaite church. Without such development,
Allithwaite will be like a village with hole in the middle.

We support PO8, the promotion of a network of walking routes. If
Allithwaite, Cartmel and Grange are considered together, then we propose
that that consideration is given to the creation of new paths to link
the three centres. For example, between Allithwaite and Cartmel, it is
dangerous and sometimes impossible to walk along the road between the
top end of Church Road and Headless Cross. Perhaps a footpath could be
carved from roadside fields?

Finally, once again we would like request to be kept informed of the
progress of the Development Framework and of planning applications in
our area. We knew nothing of the current consultation until 29 May.
