The vision for South Lakeland in 2025 should include "everyone should have access to an allotment or somewhere to grow their own food". This is vitally important in an era of rising oil prices and concern about climate change. Allotments enable the general public to get out, get exercise, reduce food miles and eat good, healthy food. All these are desirable outcomes and would come under many of the policies discussed in this document (e.g. indicators for PO5, PO7, PO9, PO21, PO22 and PO24 would all benefit from higher provision of allotments).

SLDC needs to allocate land for allotments and enable the local people of South Lakeland to grow their own food.
What change(s) would you suggest for this part of the Report?
The vision for South Lakeland in 2025 should include "Everyone should have access to an allotment or somewhere to grow their own food".

PO7 needs to include "everyone should have access to an allotment or somewhere to grow their own food". This is vitally important in an era of rising oil prices and concern about climate change. Allotments enable the general public to get out, get exercise, reduce food miles and eat good, healthy food. All these are desirable outcomes and would come under the remit of PO7.

What change(s) would you suggest for this part of the Report?
PO7 should include "Provide enough access to an allotment or somewhere to grow food for the population of South Lakeland" These allotments should be within walking distance of settlements to reduce car use and encourage access by foot or on bikes.

PO9 should include "everyone should have access to an allotment or somewhere to grow their own food". This is vitally important in an era of rising oil prices and concern about climate change. Allotments enable the general public to get out, get exercise, reduce food miles and eat good, healthy food. All these are desirable outcomes for sustainable development principles.
SLDC needs to allocate land for allotments and enable the local people of South Lakeland to grow their own food.
What change(s) would you suggest for this part of the Report?
Add a point that existing allotments will be protected, and more allotments will be provided to enable local people to grow their own food and so ensure a more sustainable district.

Provision of allotments should be specifically mentioned in this policy. Allotments enable the general public to get out, get exercise, reduce food miles and eat good, healthy food. All these are desirable outcomes for this policy and provision of allotments is vitally important in an era of rising oil prices and concern about climate change.

Many properties in the towns in South Lakeland don't have gardens, and people are unable to grow fruit and vegetables if they wish to. A waiting list of approximately 200 people shows that there is demand for allotments from local people. Community wellbeing would be greatly enhanced by the provision of more allotments.
What change(s) would you suggest for this part of the Report?
Add "Provide enough access to an allotment or somewhere to grow food for those of the population of South Lakeland who wish to grow their own food."

People and local groups in South Lakeland are currently working towards "Transition" status. Transition South Lakes has recently been constituted and it working to deal with the twin issues of rising oil prices/peak oil issues and climate change. SLDC should be working closely with Transition South Lakes to develop a strategy for dealing with peak oil and the decline in oil availability (due to cost first and then due to scarcity). More information on Transition Towns can be found here http://www.transitiontowns.org/ with details information provided here http://www.transitionnetwork.org/Primer/TransitionInitiativesPrimer.pdf
What change(s) would you suggest for this part of the Report?
Add "Work with Transition South Lakes to enable South Lakeland to become a transition district which will strengthen the resilience of the communities in the district and enable them to cope with peak oil and the energy descent" to the Strategic Objectives of the LDF.

The road infrastructure is not good enough to support the increase in the number of cars that will end up having to use Burneside Road to access this new development. Burneside Road is very narrow in places, going to one lane under the railway bridge and has a number of junctions with bad visibility (Dockray Hall Road, Sparrowmire/Horncop Lane, the entrance to Briarrigg and the entrance to Kentlea and Kentrigg). The exits off Burneside Road are also very difficult with a dreadful junction at Windermere Road (where the road goes down to one lane due to parked cars) and at the other end, Hollins Lane is narrow, twisting and used very regularly by articulated lorries accessing Croppers.

Added to this, Burneside Road is part of the National Cycle Route and is well used by cyclists. The poor visibility and undulating nature of the road makes cycling along this road pretty scary at the best of times. Adding 350+ cars to the mix will make this a horrendous experience for cyclists.

It is fairly inequitable that this area of Kendal will be expected to house a third large housing development, when it seems that other parts of Kendal are not considered for developments like this because of the income of their residents. This is amply demonstrated in section 22 on page 125 where it says "The existing housing on the outskirts consists of large detached houses and feels very private - this may limit potential development".

Under "Achievability" the report states that "Environmental quality will drive demand and values". It is hardly necessary to point out that this statement, if true, completely undermines the chances of creating genuinely affordable housing on the site.
What change(s) would you suggest for this part of the Report?
Reconsider this option and take it out of the directions of growth. Burneside Road cannot cope with the traffic that this development will create as it can't cope with the traffic it gets now.
