The concern to raise the value of the economy and provide more HIGHER PAID JOBS is laudable in itself, but will potentially exacerbate the problem of making housing available for the many low-paid employees om whom Cumbria depends. However many higher paid jobs we attract to Cumbria, we still need care workers, hospital porters, refuse collectors, cleaners and labourers to maintain the infrastructure of the society that supports those better paid workers. the more we create higher paid jobs, the greater the pressure on house prices, and the more difficulty for low-paid (often statutory sector) workers in getting housing

support the preferred option described in PO2 on p 46, with the following provisos: Housing which is enabled under this option, ie small scale residential and economic development in rural settlements outside service centres, has additional benefits beyond supporting the specific needs of farming, forestry and land management activities. Smallscale developments as described, provided they are in keeping and in proportion to the existing settlement, can strenghten existing communities, and relieve the pressure on service centres to accomodate large developments of new housing to meet local need. Therefore I feel the restriction in Criterion 1 should be widened to include "the needs of local employment", not just land-based activity The concept of Local Occupancy should be based on having employment within a defined travel-to-work distance (say 20 miles) to take account of those who are locally employed but currently unable to live in a place such as Kirkby Lonsdale, and not restricted to those currently living locally. This reflects the fact that many young people move to towns such as Carnforth, whilst continuing to travel to work in Kirkby Lonsdale - and defintion of 'local' must be able to enable such young people to be able to buy where they work.
