The bungalows at the north end of the village do not form "a definite edge" as stated as there is further development along the east side of the A6070 to the north of the bungalows which almost reaches the adjacent hamlet of Clawthorpe. This includes two groups of houses at Church Bank and at the former Burton Garage built within the last few years, one of which extends the built area to within a small field's width of linking up with the houses at Sandy Gap, Clawthorpe.

The M6 motorway does not "detract from views" or "the quality of character" of this area of the village as stated in this option. The motorway at this point runs through a cutting some 25 feet below the level of Station Lane and surrounding land so cannot be seen from the land under consideration. The land is very close to existing housing so development for employment use would cause an increase in traffic along narrow lanes which do not have footpaths as well as detract from the quality of life for residents of this part of the village.
What change(s) would you suggest for this part of the Report?
Remove the option for using this land for employment purposes.

The preference would be to retain this as farmland, but there could be development of a small amount of affordable housing for local occupancy on this land if a need is proven.

As this land is considerably higher, building houses there would have an overbearing visual impact on the village. It would extend beyond the existing built-on limit of most of the village. Pedestrian access to the bus stop referred to would be more difficult for those who are less-physically able, especially in icy conditions.
What change(s) would you suggest for this part of the Report?
Remove this option for building on land so far east of the village.

The report states that 190 dwellings are required in the Local Service Centres, but in Burton-in-Kendal there is currently (and has been for some time) a large number of dwellings for sale. How can there being a justification for new builds if existing houses are not selling? The main requirement for new housing is for low-cost starter homes for our young people, with local occupancy clauses included and enforced.

4.91 Sustainability

The report states, "access could be provided from New Lane and Station Lane" to the land to the west of the village - this would be problematical as the two lanes are narrow and any increase in traffic would cause a further hazard for residents and pedestrians using the lanes. Both are reached from the east via Neddy Hill - which has no pedestrian footway and has a dangerous blind corner at the bottom junction with Station Lane, and from Tan Pits Lane - again no footway and has a dangerous blind corner at its junction with the A6070, so again an increase in traffic down these roads would be hazardous for residents/pedestrians. Access to Station Lane from the west (i.e. the A6 and across Burton Moss) is limited by the existing canal aqueduct which has a height and width limit making it unsuitable for vehicles larger than a van. Both New Lane and Station Lane are residential areas without pedestrian footways, New Lane being particularly narrow and unsuitable for an increase in traffic to an employment area. Station Lane's width would make it difficult to include a footway, and as many of the existing council or former council properties on Drovers Way which line Station Lane have no off-road parking they use on-street parking along one side of Station Lane as there is no alternative parking available for those residents.
What change(s) would you suggest for this part of the Report?
Consider the safety aspects of using this area of land for employment, with the associated increases in traffic that would bring, and the adverse impact on the residential nature of this area of the village.

There is potential for employment development beyond the motorway alongside the West Coast main line railway track on Station Lane beyond the Old Station Inn/former Burton and Holme Station and at Holme Mills where there is an existing small industrial estate on former mill premises more suited to employment space provision.

The publicity for the consultation document appears to have been poor. We only found out about the display in Burton Memorial Hall on Tuesday 27 May on the day it was happening quite by chance, as did many other residents to whom we spoke. Burton has a monthly village newsletter in which such events can be publicised on request. There has been no discussion of the consultation at Parish Council meetings (have they been told about it?). The Post Office did not receive a notice of the event either. Villagers we've spoken to feel aggrieved that they did not know of this display, and that having found out they have only three days in which to respond, and this being a bank holiday/half-term week some are away and will not know about it until it is too late to comment. Surely the displays should have been held *prior* to the consultation period, so that residents have time to consider them and to formulate their responses? This smacks of steam-rollering things through - not an impression the council will want to be giving, I'm sure.

Use village and parish magazines to publicise the events well in advance. SLDC has a list of these already as they receive recycling news from SLDC. Advise the parish councils of display/consultation events and ask for comments in the same way as for planning applications. Parish councils can also then notify residents of the need to respond to the consultation document.
