Supplementary Planning Documents

Supplementary Planning Documents (SPDs) will form part of the emerging Local Development Framework (LDF) and will sit alongside Development Plan Documents such as the Core Strategy to provide additional, more specific detail and guidance on particular issues to help developers put together appropriate development proposals and to help judge planning applications for such proposals.
 
The first SPD covering South Lakeland has been produced jointly between South Lakeland District Council, Cumbria County Council, the Lake District National Park Authority and other district and borough councils in the County. This is the Cumbria Wind Energy SPD and it focuses on the capacity of Cumbria’s landscapes to accommodate wind energy development. All participating authorities have adopted the document.
 
SPDs on other topics may be produced at a later stage of LDF preparation.
 
 

Progress on the Cumbria Wind Energy Supplementary Planning Document

Following a preliminary consultation in early 2006, a full public consultation was undertaken between 30th October and 8th December 2006, during which the public was given the opportunity to submit comments on the Cumbria Wind Energy Supplementary Planning Document (WESPD) - Consultation Draft.   
 
A summary of the representations received as a result of the preliminary consultation and how we have taken them into account is contained in the Statement of Responses and Proposed Changes which can be downloaded below.
 
The representations received during the consultation were taken into account and have contributed to a revision of the document. The revised document has now been adopted by each participating authority. SLDC adopted the WESPD on 5th December 2007 and applications for wind energy development in South Lakeland now need to take the WESPD guidance into account. Although the Council first adopted the document in August 2007, due to a procedural error, that decision was rescinded and the doucment was adopted in December.
 
The adopted WESPD and accompanying documents, including the Statement of Adoption, are available below along with a summary of the representations received during the public consultation and details of how they were taken into account in producing the final document. The documents are also available in all the libraries in the area of South Lakeland outside the National Parks.
 

Why do we need guidance on wind farms?

Wind farms are becoming part of our landscape. The number of wind farms across Cumbria and the country has grown substantially over the last ten years.  As a County, Cumbria can, and is expected to, contribute its share towards generating more of the UK's energy using sustainable resources. This will help to reduce carbon dioxide emissions, combat climate change and reduce reliance on imported and non-renewable fuels. Therefore, the trend is likely to continue.
 
The guidance will help developers decide on the most appropriate location for wind energy developments, balancing the need for renewable energy with other environmental, social and economic issues.   
 
The guidance is set out in two parts and is accompanied by a "Sustainability Appraisal Report", which sets out how the guidance will contribute to sustainable development in Cumbria.
